Once, we were blind. We heard the devils arrive, heard them ravage and plunder and eat their fill, but you'd be lucky to catch hair, club, or third eye of them. They're crafty beasts. They got a few eras' worth of experience behind 'em, and all logic says they've got the upper hand. You start panicking. It's natural.

Ever invited a demon into your home? Not voluntarily, at least. But they're persistent creatures; they have their awkward methods of socializing, and they do enjoy tea with their flesh. You need to take action, but the samurai wanderin' ain't so noble no more. You want to play the village hero, but your blade is "broken," conveniently enough. So you call the Demon Queller, of course?you call Shoki. And Shoki takes his big ole boomin' voice, waves that sword round, and your demon infestation is naught more but cause for boys' festivals.

Shoki was special, see. He was also uglier than shit. He got evil on his side, turned it good. The yokai, as the demons were called, behaved themselves. They say the Demon Queller is reincarnated every hundred years or so, and our current savior just so happens to be a woman who, not knowing any better, gave her heart to a devil. A real troubled fellow. He heads the yakuza, just a bunch of men who get their kicks from racketeering, gambling, extortion, real gangster stuff. No big deal.

Once, we were blind, but you'd be hard pressed to miss the creatures of myth in this day. The yakuza? They got a whole lot of them in their ranks, became one family in the process. It's been about half a century of peace?nail-bitingly unstable peace, but peace no less. As stories go, however, things gotta change. And in this case, change can be a scary, violent thing.




WHOAKEY, confusing intro aside, I'm guess you're here for the umbrellas. Bad Hands is, essentially, a mythological mafia roleplay based primarily on Asian lore. Players would assume the role of either man or monster in the Takano Clan, working the mob life just as things are starting to go to hell. Races such as oni, tengu, and kappa would be available, as well as a host of others in the vast Japanese bestiary. I'm planning an open-world where writers would be welcome to engage in all sorts of shenanigans, with an arc-based story and missions available for various positions of the yakuza hierarchy. Yeah. Because this was in such high demand.

This is a large project, and because my first GM'ing experience was marred by the absence of a friend, I'd adore having someone to help plot and keep track of things. I apologize if this seems a bit vague; I've a wealth of information I'm setting up for people unfamiliar with the folklore, so consider this an abridged version of what to come. Comments, questions, send 'em all in. I'd be ecstatic to hear from at least one of you.

Snow church opens in Bavaria

A church built entirely of ice and snow has opened in Bavaria _ a century after villagers first built a snow church in an act of protest.

The church at Mitterfirmiansreut, near the Czech border, is more than 20 meters (65 feet) in length and boasts a tower. It's made up of some 1,400 cubic meters (49,000 cubic feet) of snow.

The structure was bathed in blue light as it opened Wednesday evening with a blessing from Dean Kajetan Steinbeisser.

But when the ancestors of today's villagers built the first snow church in 1911, they weren't thinking just of architectural achievement.

Steinbeisser says: "It was meant as an act of provocation _ believers from the village got together and built a snow church because they didn't have a church here."

North Africa may emerge as new ?theatre of jihad?

LONDON: North Africa could emerge as a new "theatre of jihad" with the handful of remaining top al-Qaida leaders shifting base from Pakistan and Afghanistan to countries like Libya, top British officials have warned.

"At least two relatively senior al-Qaida figures have already made their way to Libya , with others intercepted en route, raising fears that north Africa could become a new 'theatre of jihad' in coming months," The Guardian quoted officials as saying.

"A group of very experienced figures from north Africa left camps in Afghanistan's (north-eastern ) Kunar province where they have been based for several years and travelled back across the Middle East," one source said. "Some got stopped but a few got through."

The move to shift the base to Africa came after killing of senior al-Qaida members in an intense campaign of air strikes involving missiles launched from unmanned drones in Pakistan and Afghanistan , an official said.
After Osama's killing in May in Pakistan's Abbottabad , many other high ranking leaders of the group have also been killed. The paper said that British officials believe that a "last push" in 2012 is likely to definitively destroy Qaida's remaining "handful of the key players" .

"It is unclear whether the moves from west Asia to north Africa are prompted by a desire for greater security ... or part of a strategic attempt to exploit aftermath of the Arab spring," the paper said.

Air Dictate app brings Siri's voice control to Macs, makes you feel just a little more important

Well, this was probably inevitable. Given that we've already seen Siri respond to custom commands, replace your remote and adjust the temperature in your house, it shouldn't come as a surprise that someone, somewhere has figured out how to make her control Macs. That's what's going on with Air Dictate by Avatron, a new app that allows you to dictate memos and other Very Important Business so that it appears in your text editor, without you having to type it yourself. Once you download the $1 app, you'll need to visit Avatron's website, download the Air Dictate Receiver software for your Mac and make sure the two devices are connected to the same WiFi network. So far as we can tell, it should work with any application that accepts text input, though for now it's only compatible with Macs and the iPhone 4S (sorry, jailbreakers).

Internet Scams Trick Vacationers With Fake Home Rentals

FORT LAUDERDALE, Florida (AP) ? A family from Suriname was the first of a string of guests to arrive at Steve Chase's million-dollar South Florida home expecting a vacation ? only, Chase didn't invite any of them.

All had paid thousands of dollars and had rental contracts for the Fort Lauderdale house. They were the victims of a growing number of scams that post occupied homes as available on vacation rental websites.

"I said, 'I hate to say it to you, but this house is not for rent. You've been scammed,'" Chase recalled telling the family.

"It's so sad," Chase told the South Florida Sun Sentinel newspaper. "These were good people that had good intentions, and they were just shocked."

Experts say Chase's would-be houseguests probably never get their money back or see the scam artists punished because the fraud crosses international borders, making investigation and prosecution difficult.

Websites offering vacation home rentals act as clearinghouses where homeowners can list their properties. Prospective renters then connect with the owners independently of the websites.

Scam artists are increasingly taking advantage of that arrangement, falsely listing properties and requiring unsuspecting renters to pay upfront by wiring the money or sending a check to a post office box, experts say.

Chase's neighbor, 85-year-old June Beard, also has received multiple visits from people who believed they had rented her beachfront home. Beard neither listed the property nor collected the rent.

"The poor people who have come and expect to rent our houses, it's a shame," she said.

Fort Lauderdale police say they have been stymied in efforts to locate, arrest and prosecute the culprits.

"Our problem is that the victims are from Canada and other countries," said Sgt. Steve Scelfo, head of the Fort Lauderdale police's Economic Crimes Unit. "The money's not actually coming through Fort Lauderdale. We don't have standing jurisdictionally to investigate it."

Further complicating the cases is the fact that the homeowners such as Chase are not being victimized.

"He's not out financially or really the victim of the crime," Scelfo said.

Such cases are the province of the Internet Crime Complaint Center, a federal Department of Justice clearinghouse that analyzes online fraud, he said. Few of these cases, though, see prosecution.

In addition to the family from Suriname, Chase has had to turn away a couple from Quebec and a local man who wanted to inspect the property on behalf of a New Jersey banker interested in renting the home for six adults, four children and two dogs.

The banker, Michael McKenna of Pine Beach, New Jersey, withdrew his offer and now says he only works with real estate agents on vacation rentals. "They're definitely more trustworthy than going off those Internet sites," he said.

Chase has had two fake listings in his beachfront neighborhood pulled from four websites, and he's fighting for more accountability for vacation rentals.

"I'm trying to push for some legislation to hold these websites accountable for the information they post," he said. "I'm making a lot of noise."

Workers return to Freeport's Indonesia gold mine (AP)

TIMIKA, Indonesia ? Workers in Indonesia have started returning to Freeport-McMoRan's largest gold and copper mine.

Production at the troubled Grasberg mine in easternmost Papua province has been crippled since 8,000 unionized employees walked off their jobs in September, demanding higher wages. They ended their strike Dec. 14 after getting a 37 percent wage hike and improved benefits.

Union spokesman Virgo Solosa says that on Sunday, workers removed roadblocks to the mine sites and a traditional stone-burning ceremony was held to officially mark the end of the strike.

It is expected to take about a week for workers to fully return and for full operations to resume at the mine.

Mapping for the Agile business | The Mindjet Blog

Recently I read a post by Chuck Frey where he highlighted nine information maps for managers and I was struck how mapping uniquely helps teams be more agile. But, before I get into that, for those who haven?t been introduced to the concept ? what do I mean by being more agile?

Agile is typically software development term, but the method is increasingly being applied across business functions. Here?s a pretty good excerpt from CIO Magazine breaks it down.

Agile programming breaks down an application development project into small modularized pieces. Each piece, addressed one at a time in a very short time frame, adds to the application and represents a complete part of the functionality.

Each piece is an iteration that lasts from one to four weeks. As a result, you know immediately when a particular piece of an application proves troublesome. That lets you work through the issue immediately.

Each iteration is like a mini-project by itself.

Here?s how Agile practices work outside of engineering. For example, you have a marketing outreach campaign that runs for 13 weeks and incorporates several executions that include email, banner ads and direct response. By building a map you can then use it as a dynamic road map- providing strategy, an outline of your tactics, for note taking and then as report on the campaign?s success.? For each ensuing week you can iterate and improve upon your campaign with the knowledge that you?ve acquired along the way.

With Agile business practices you can affect change much earlier so your results are optimized. Beyond marketing and development, Agile can lend itself to strategic planning, HR and talent management, business development and sales management.

After reading Chuck?s post it?s clear that information maps are the perfect complement to the Agile process.? Why?

  1. They assist in planning to help teams collectively decide what they can do and what?s necessary to achieve the immediate goal.
  2. Maps can be leveraged as a team dashboard. They provide a visual recording of the plan, discussion and direction. Team members can track status, keep notes and quickly move from high level goals and/or drill down into minute details as required.
  3. They are a real-time resource that provides a snapshot for team members to review, learn and improve.
  4. Team members can leverage online maps to share progress, information and files regardless of location.
  5. Maps are dynamic.? As such they can be easily updated to incorporate the latest thinking, success metric or resolution.

Attorney, accountant taken off Huguette Clark estate

Huguette Clark's estate will now be managed by a public official, not her attorney and accountant. Still to be determined: Which of her documented wills should the court honor?

NEW YORK ? Based on "shocking" evidence of tax fraud, a judge on Friday suspended the?attorney and accountant for reclusive copper heiress Huguette Clark from handling her $400 million estate.

The judge said there was more than enough evidence that the two men engaged in a tax fraud that allowed the elderly woman to run up an IRS bill of $90 million in unpaid gift taxes, interest and potential penalties.

The decision costs each man about $8 million he would have earned as an executor.

Also Friday, a remaining executor of the estate?said he will?try to recover at least one of the gifts given from Clark's accounts in recent years, a $5 million check written by Clark's attorney to Clark's registered nurse, Hadassah Peri. Clark's attorney had no authority to make that gift, the executor alleged. The $5 million was part of about $26 million given to the nurse over the past 15 years, even before Clark left more than $30 million to Peri in her will.


In Surrogate's Court in Manhattan, Surrogate Kristin Booth Glen took away the powers of Clark's attorney, Wallace "Wally" Bock, and accountant, Irving Kamsler. The two men remain under criminal investigation by the Manhattan district attorney for the way they managed her estate. They have not been charged with any crime and have said they acted appropriately.

The judge?only suspended the men's privileges in handling her estate, instead of revoking them permanently, because their attorneys?said a conflict of interest has arisen, apparently indicating that the two men are starting to tell different stories about the handling of Clark's affairs over the past 15 years. Until that is sorted out, attorney Barry Vasios said, the attorneys couldn't file an answer to the claim of tax fraud.

Even without hearing from the two men, the judge said she couldn't imagine?how?they could?refute the claim that they are?"unfit to serve" for wasting money from the estate, violating rules of conduct, dealing dishonestly with authorities and violating their fiduciary duty.?She called the allegations shocking and suspended them immediately.?If they want back into the case, she said, they can file a petition. And she said the two men may have to pay some of their own attorney fees, instead of having them paid by the estate, if their delay or dishonesty ran up the legal bills.

The estate will now be managed entirely by attorneys for the public administrator,?who earlier this week alleged the tax fraud. Details on the allegations are in our earlier story: Tax fraud alleged in estate of heiress Huguette Clark; accountant resigns. Earlier this week, the accountant, Kamsler, told the court through an attorney that he planned to resign as an executor. He had not yet resigned by the time of Friday's hearing, however.

An attorney for the public administrator, Peter Schram, said an expert in legal ethics "could tell you how many ethical considerations and disciplinary rules Mr. Bock has violated. My guess is you'd need two hands and a couple of toes to count them."

The judge also ruled on a second question, whether to allow Clark's relatives, descendants from her father's first marriage, to become parties to the case?during the accounting of the estate. The judge blocked the family from entering the case now, saying that the interests of the estate are being well looked after by the public administrator, who was appointed at first as a third temporary executor to watch over Bock and Kamsler. This ruling will not keep the family from entering the case later. The family's entry was opposed by Clark's nurse, Peri.

Clark, who died in May at age 104, gained public attention in a series of articles on msnbc.com over the past two years, focusing at first on the mystery of her empty mansions and then the financial dealings of her attorney and accountant. The full series of articles is at http://clark.msnbc.com. Born in 1906, Clark was the youngest child of former U.S. Sen. William Andrews Clark (1839-1925), a copper miner and U.S. senator from Montana, said to be one of the richest men in the world. Below are links to the full story.

A dozen lawyers stood before Judge Glen on Friday morning in the courtroom in lower Manhattan, less than a mile from the office where Clark's father?managed his mines, railroads and other properties until his death in 1925.?Huguette, born in Paris in 1906, was his youngest daughter.

Clark signed two wills, in 2005, at age 98. The first left $5 million to the nurse, and the rest to the relatives. The second, signed just six weeks later, left nothing to the family, more than $30 million to the nurse, about $12 million to a goddaughter, $500,000 each to her attorney and accountant, $1 million to Beth Israel Hospital in New York City, $100,000 to her physician, a Monet painting worth about $25 million to the Corcoran Gallery of Art in Washington. It also?set up a charitable foundation to run an art museum at her oceanfront estate in Santa Barbara, Calif., to be controlled by her attorney and accountant. Her apartments on Fifth Avenue in New York City and her country home in Connecticut would presumably be liquidated.

The public administrator alleges that while Clark lived as a recluse in New York City hospital rooms for the last 20 years of her life, attorney?Bock and accountant?Kamsler:

  • Failed to file federal gift tax returns for Clark for the years 1997 through 2003, when she made approximately $56 million in gifts to individuals. The gift tax and generation-skipping transfer (GST) tax due would have been about $41.5 million.
  • Charged her for filing tax returns that were not filed.
  • Paid only $7.5 million in estimated tax payments toward the gift tax in those years.
  • Failed to pay the remaining $34 million during the years since, exposing her to millions in IRS interest and?penalties for failure to file.
  • Failed to tell Clark about the unpaid taxes or possible interest and penalties, even though she had sufficient liquid assets to pay the bill in full.
  • Filed false returns with the IRS for the years 2004 through 2009, claiming that previous gift tax returns had been filed, and understating Clark's current tax liabilities by more than $7 million.
  • Underreported and underpaid by millions her federal taxes.
  • Misrepresented to the IRS that returns had been filed.
  • Lied to the IRS, with Kamsler claiming he was unaware of a $5 million gift to Clark's nurse, when documents show he listed that gift on a profit and loss statement seven months earlier.

The new allegations raise the possibility that the men could face federal charges, with the public administrator noting that it is a felony to willfully submit fraudulent tax returns.

The accountant, Kamsler, 64, from the Bronx, N.Y.,?is a convicted felon and a registered sex offender who pleaded guilty in 2008 to attempting to distribute indecent materials to teenage girls in a chat room on AOL, under the moniker "IRV1040."?The court granted Kamsler a "relief from civil disabilities," a document that allowed him to keep his state license as a certified public accountant. The attorney, Bock, 79, is?from Queens, N.Y.

Msnbc.com reported last year that the two men also handled the affairs of another elderly client, Donald Wallace, who in fact was the previous attorney for Huguette Clark. After the man's will was revised six times, during years when his relatives said he was suffering from dementia, Bock and Kamsler ended up as his executors and also beneficiaries in his will, getting his New York apartment and his Mercedes.

An attorney representing Bock and Kamsler in the estate case, John Dadakis of the firm of Holland and Knight, issued this statement Wednesday through a spokesman: "For 30 years, Irving Kamsler was Mrs. Clark's accountant, and for 15 years Wallace Bock was her attorney. There is no allegation in the papers filed that either individual was taking anything out of her account for themselves. Their entire handling of her affairs was an effort to protect and preserve Mrs. Clark's chosen lifestyle."

A slice-of-life roleplay?

I know for a fact that there are a lot of romance roleplays out there right now. Most of them, however, have to do with fantasy and situations that include mythical happenings. While I do enjoy these, at this moment I'm not interested in something like that.

I guess what I'm trying to say is that I'm looking for a slice-of-life romantic 1x1 roleplay.
I have several ideas which you can see below, though I'm not limiting it to only those choices.
Since I myself am female and prefer writing for female characters, I'd like for someone, regardless of their gender, who will play a male character.
Obviously this person should be comfortable with romance at its finest and should be an adept writer in general.

US Still Seeking Legal Immunity for Defense Contractors in Iraq ...

The Obama administration is continuing to pursue an agreement with the Iraqi government that would give U.S. defense contractors remaining there beyond 2012 immunity from Iraqi law.

While the approximately 17,000 diplomats and servicemembers working for the State Department are shielded by diplomatic immunity from prosecution under Iraqi law, the thousands of private contractors and mercenaries no longer have such protections, pursuant to the 2008 Status of Forces Agreement.

The Obama administration?s plan to keep thousands of U.S. soldiers in Iraq beyond the December 2011 deadline to withdraw fell through in October when the Iraqi government would not grant legal immunity to the troops.

Providing immunity from Iraqi law to any lingering security forces is highly unpopular in Iraq, especially after the 2007 Nisour Square massacre in which U.S. mercenary soldier from Blackwater Inc. murdered 17 Iraqi civilians. Coincidentally, Blackwater is trying to renew contracts to march back into Iraq under a new company name, ?Academi.?

The effort to get legal protections for defense contractors is an example of the Obama administration?s refusal to put an end to the occupation and domination of Iraq. And it may be successful.??Neither side has closed the door at this point,? said OSC-I spokesman Lt. Col. Tom Hanson.

ICC prosecutor: Gadhafi death may be war crime (AP)

UNITED NATIONS ? The chief prosecutor for the International Criminal Court said Thursday there are "serious suspicions" that the death of Libyan leader Moammar Gadhafi was a war crime.

Luis Moreno Ocampo told reporters after briefing the U.N. Security Council that he sent a letter to the head of the National Transitional Council asking what the government's plans are to investigate alleged war crimes by all parties, including the rebels.

The uprising against Gadhafi's 42-year rule erupted in February, quickly escalated into civil war, and ended in October with Gadhafi's capture and death in unclear circumstances. Witness accounts and video taken of the deposed dictator after his capture by rebel fighters show that he was beaten and abused by his captors, and there were strong indications he was killed in custody.

"The death of Moammar Gadhafi is one of the issues to be clarified ? what happened ? because there are serious suspicions that it was a war crime," Moreno Ocampo said.

He said what the ICC does on Gadhafi's death and other war crimes will depend on what Libya's interim government does because under the Rome statute that established the war crimes tribunal, the ICC only steps in if national authorities are unwilling or unable to act.

Moreno Ocampo said his office is working closely with Libyan authorities not only on Gadhafi's case but on those of his son, Seif al-Islam, and former intelligence chief, Abdullah al-Senoussi, who were captured and face ICC charges of crimes against captured for their roles in the uprising.

Libya's new leaders have said they will try Seif al-Islam at home even though they have yet to set up a strong court system. The ICC wants to be certain the government will be capable of putting on a fair trial for Seif al-Islam and al-Senoussi.

Moreno Ocampo said in an AP interview that the judges at the ICC have asked the National Transitional Council to inform them of their plans before Jan. 10. He said if the government challenges the ICC's jurisdiction, it will be up to the judges to decide where the two accused will be tried.

In the meantime, he said, his office is continuing its investigation.

"We are sure there were massive rapes, quite sure," Moreno Ocampo said. "We're trying to define who ordered them."

The Security Council referred incidents stemming from the Libyan uprising to the ICC and Moreno Ocampo said he promised the council that he would present his strategy for the continuing investigation of possible war crimes in his next report in May.

After Seif al-Islam's arrest, Moreno Ocampo flew to the Libyan capital late last month and met with government officials.

He said in an AP interview that the officials offered him the opportunity to meet Seif al-Islam. But he said he declined because Gadhafi's son would have needed to have a lawyer present and he had not asked to see the prosecutor.

Moreno Ocampo said the Libyan authorities told him it was "very important" to prosecute Seif al-Islam themselves for two reasons ? he is "the face of the old regime" and "they would like to show they can do better than with Moammar" and conduct a proper trial.

"If they can convince the (ICC) judges," Moreno Ocampo said, "we don't need to go and fight for a case."

Japan's post-tsunami revival plan reaches tipping point (Reuters)

TOKYO (Reuters) ? Nine months after a historic magnitude 9.0 earthquake unleashed a deadly tsunami that wreaked havoc across Japan's northeast, the nation, armed with $155 billion in funding, is entering a critical stage of the rebuilding effort.

Damaged railways and major roads are mostly fixed with at least temporary repairs, two-thirds of ruined ports have been restored and 47,000 households moved from emergency shelters to temporary housing.

Of 22 million tonnes of rubble, two-thirds have been cleaned up, but final disposal remains a dangerous challenge because of concerns about radiation that spewed from the crippled Fukushima nuclear plant.

All the recovery efforts were made possible by initial emergency budgets totaling 6 trillion yen ($77.19 billion).

Now Tokyo and local officials must produce a plan to "build better" to give the region, long beset by a shrinking and ageing population and lack of investment, a chance of revival.

The tsunami-hit area accounts for about 6-7 percent of Japan's economic output, but the stakes are high for the entire nation. Policymakers, investors and companies are counting on the rebuilding effort to give the $5 trillion economy a jolt needed to keep it from sliding back into recession under the weight of a global slowdown and fears of contagion from Europe's debt crisis.

People and businesses, pessimistic about the region's future however, are packing up. More than 38,000 residents left the area between March and August, the biggest exodus since 1969. Of those that remain, 180,000 out of the region's 5.7 million residents have filed jobless claims between March and October, 70 percent more than a year earlier.

"The people who evacuated the area after the disaster won't feel compelled to return unless they can find stable jobs, so reconstruction without job creation would be a failure," said Hideo Kumano, chief economist at Dai-ichi Life Research Institute.

"That money will finally flow in is a good news, but it is not a guarantee of a self-sustaining recovery of quake-hit areas."

So far the news is not encouraging. Plans to modernize the struggling fishing industry or move coastal communities to higher ground, a precondition for large-scale rebuilding and investment, have been slow to materialize.

Overwhelmed local bureaucracies, opposition from fishing cooperatives and the need to win the hearts and minds of skeptical residents are getting in the way.

"Unless we can have accords with local people, we cannot proceed with rebuilding projects because there is a possibility of opposition," says a regional official in Miyagi, one of the three prefectures worst hit by the March 11 disaster.

That means it may take months before rebuilding funds start flowing to projects on the ground, local officials say.

OLD BUSINESSES, OLD PEOPLE

The national government is promising five-year tax holidays and light-touch regulation on fishing rights, land use and other issues to those who will invest in special industrial zones in disaster-hit areas. Foreign businesses are also eligible.

Industrial parks focused on automotive parts or medical equipment production as well as renewable energy projects such as wind farms are among ideas proposed by Tokyo.

The process of deciding what to build and where has only just started and only 10 out of 19 municipalities requiring rebuilding in Miyagi prefecture have reconstruction plans ready. In neighboring Iwate, eight out of 12 have such plans.

Reconstruction experts say a shortage of qualified planning professionals is one of the obstacles.

"The fact that many of quake-hit cities and towns are scarcely populated has made it difficult for local officials to create rebuilding plans on their own," said Yoshiyuki Aoki, a senior official of the government's reconstruction office in Tokyo.

He says that, whereas the 1995 Kobe quake hit residential areas constantly under redevelopment, much of the northeast has no recent history of re-zoning and city planning and lacks experts. Tokyo wants to rectify that by sending a team of specialists to help, Aoki says.

Re-establishing the fishing industry is another tough question facing planners.

Cooperatives are defending a system that only loosely ties fishermen with processing firms and retailers, but keeps rivals out and Miyagi governor's initiative to open the business to outsiders got drowned in protests.

Shigeru Tabeta, professor of ocean technology and environment at the University of Tokyo who is assisting with rebuilding of port towns, says preserving the status quo is self-defeating.

Tax breaks and incentives will only work if Japan opens its protected farming and fisheries to foreigners, experts say.

With no magic bullet in sight, spending more on a solid safety net may be the only way to keep communities intact until revitalization plans materialize, says Iwao Sato, sociology of law professor at the University of Tokyo.

His survey of the fishing town of Kamaishi showed more than a third of residents were out of work, compared with a fifth before the quake while the population of self-employed has fallen to 17 percent from 28 percent.

"The government has mostly focused on building seabanks, elevating land levels and other infrastructure development," Sato says. "But more attention is probably needed on supporting the livelihoods of people through direct assistance on employment and homes, or else people will leave."

Feds to allow use of Medicare data to rate doctors

(AP) ? Trying to find a top specialist to assess potentially troubling findings on a routine mammogram? That nerve-wracking process may soon get easier.

Federal officials announced Monday that Medicare will finally allow the use of its extensive claims database to rate doctors, hospitals and other medical service providers.

The report cards could be produced by employers, consumer groups or others, and would have to follow valid statistical methods. Individual medical providers would have 60 days to privately challenge a report before its release.

But Medicare acting administrator Marilyn Tavenner calls it "a giant step forward" to making medical decisions less daunting for patients while holding providers accountable for quality.

Consumer groups that have long pushed for the release of the data said they are still poring over the fine print.

(AP) ? President Barack Obama wants voters to get involved in the debate over extending the reduced payroll tax and he's asking them to tell members of Congress to keep the cut in place.

"Let your members of Congress know where you stand," Obama said Saturday in his weekly radio and Internet address. "Tell them not to vote to raise taxes on working Americans during the holidays. Tell them to put country before party. Put money back in the pockets of working Americans. Pass these tax cuts."

Obama's address directs listeners to the whitehouse.gov website, where an online calculator lets them determine how much money it's worth to them to continue the 2 percent reduction in the payroll tax that took effect this year. A family with income of $50,000 a year would pay $1,000 more in payroll taxes if Congress does not act by the end of this year to extend that reduction.

Democrats want to expand the reduction in addition to extending it. Republican leaders say they're committed to passing an extension, fearing political fallout if payroll taxes rise on Jan. 1 on 160 million wage-earners. The GOP rank-and-file appears divided, with many Republican senators voting against an extension supported by their leadership this week.

There's also disagreement about how or whether to pay for any extension. Democrats favor a new tax on millionaires; Republicans prefer to cut federal spending.

"We're going to keep pushing Congress to make this happen. They shouldn't go home for the holidays until they get this done," Obama said in his address. "And if you agree with me, I could use your help."

Obama also took note of a new monthly jobs report out Friday that showed the economy added 120,000 jobs in November, a positive number. "We need to keep this growth going and strengthen it," the president said.

Republicans devoted their weekly address to promoting a balanced budget amendment to the Constitution, which is headed for a vote in the Senate after failing in the House last month.

Democratic leaders worked aggressively to defeat the measure in the House, saying that such a requirement could force Congress to cut billions from social programs during times of economic downturn and that disputes over what to cut could result in Congress ceding its power of the purse to the courts. The result was that the amendment got majority support but fell short of the two-thirds needed to advance a constitutional amendment.

Sen. Olympia Snowe, R-Maine, said "the impending vote to amend the Constitution represents a choice between changing business as usual in Washington or embracing the status quo that we can no longer afford."

"The real reason many lawmakers don't want a balanced budget amendment is the exact reason why it's so essential," Snowe said. "They don't want their hands tied; they want to continue to spend without restraint."

Like Obama, she asked listeners to make their views known.

"Contact your senators and urge them to support our balanced budget amendment," Snowe said, "so that we finally seize the fiscal reins and reclaim our future for our children and our grandchildren."

Exclusive: Germany open to ESM changes if budget rules tightened (Reuters)

BRUSSELS (Reuters) ? Germany is prepared to soften language in the euro zone's permanent bailout mechanism compelling bondholders to accept losses in exchange for much stricter budget rules, four sources have told Reuters.

The shift would not completely remove the possibility of private bondholders having to accept losses in the future, but it would align the statutes of the European Stability Mechanism more closely with IMF rules, creating a more-level playing field for private buyers of euro zone sovereign debt.

The hope is that will reassure private bondholders that they are not being singled out for losses by European policymakers, bolstering their confidence in buying euro zone bonds - and potentially helping Italy and other under-pressure borrowers.

Following the insistence earlier this year that private bondholders should share the cost of a second Greek bailout, investors had feared that a precedent had been set which could be repeated any time another euro zone sovereign ran into trouble.

The ESM, which will have a capacity of 500 billion euros, is scheduled to come into force in mid-2013 and will replace the current bailout fund, the European Financial Stability Facility, which the euro zone is struggling to leverage into a more effective fighting force.

While acknowledging movement in Germany's position, a senior euro zone source emphasised that it depended on securing agreement among the 17 euro zone countries on stricter budget oversight, including sanctions for those that miss macroeconomic targets and the possibility of taking transgressors to court.

The source said private sector involvement (PSI) -- the ability to have banks and insurance companies share losses when a sovereign defaults or restructures its debt -- would not disappear from the ESM, "but the wording could be eased."

The changes are being discussed as part of wider negotiations about deeper and more rapid fiscal integration in the euro zone, which German Chancellor Angela Merkel sees as critical to combatting the sovereign debt crisis.

Discussions on the ESM, on deeper fiscal integration and on changing the EU treaty to enforce stricter rules for the euro zone will build to a head in the coming week, with a summit of EU leaders in Brussels on December 8-9.

Merkel will meet French President Nicolas Sarkozy in Paris on Monday to discuss positions ahead of the summit.

A second source said the aim was for the language in the ESM's treaty, which has already been drafted, to be altered so it was more closely aligned with international practice, a move that would reassure bond markets.

"We hope to have the PSI rules in the ESM being fully in line with international practice and IMF rules," the source, a senior European Union official, said.

"There is also a French push to have PSI written down not in the ESM treaty itself but in the annexes" of the treaty, although it remains unclear whether that will be accepted.

The argument being deployed is that if iron-clad fiscal rules are adopted by the 17 euro zone members, the threat of default should be negligible and so, therefore, should the threat to bondholders.

There is a push to bring forward the ESM, possibly to as early as July next year, but doing so will depend in large part on securing full backing from all 17 euro zone member states for the proposed changes to the mechanism's framework.

That may not be straightforward. Finland, for example, is adamant about the need to retain in the ESM so-called "collective action clauses" (CACs), which make it easier to enforce losses on bondholders in the case of default.

"They (Paris and Berlin) are discussing about the CACs and about the PSI ... and about decision-making within the ESM, with some special majority rule being enforced," said another EU official involved in the discussions.

"(PSI) is one of the elements under consideration. We expect a move from the Germans," he said, underlining that Germany was showing a willingness to shift, but it depended on securing stricter budget rules and the wording needed finalising.

SARKOZY

French President Nicolas Sarkozy made it clear in a speech in Toulon last week that he wanted the private sector to be given a more-level playing field when it came to the threat of having to bear losses on their investments.

He said Greece, where there have been drawn-out negotiations between the government and the private sector over how much of a hit banks and insurance companies should take under a debt restructuring, should be a unique case.

"It must be clear that what has been done for Greece, in a very particular context, will not happen again, that no other state in the euro zone will be put into default," he said.

"It must be absolutely clear that in future no saver will lose a cent on the reimbursement of a loan to a euro zone country."

As part of the discussion about bringing forward the ESM, there are also suggestions about granting it a banking licence, which would allow it to access European Central Bank funds and act more aggressively to buy at-risk euro zone debt.
